The short answer. Electrolyte powder is a mix of minerals, mostly sodium, potassium, and magnesium, that you dissolve in water to replace what you lose through sweat. You need it when you have been sweating heavily for roughly an hour or more, when you are exercising in heat, or when you have lost fluid quickly. For a normal day at a desk, plain water and a normal diet already cover it. Electrolytes are not a daily requirement for most people; they are a response to a specific loss.
Electrolytes are minerals that carry an electrical charge in solution. The body uses that charge to move fluid across cell membranes, fire nerves, and contract muscles, which is why the balance of them matters more than the total amount of water you drink. Five do most of the work.

Plain water replaces the volume and none of the mineral, which is why people can drink steadily through a long session and still finish with a headache, cramping calves, and a fog that water does not clear. Potassium losses are far smaller, on the order of 150 to 200 mg per litre, which is why a good hydration formula leads with sodium and treats potassium and magnesium as supporting minerals.
A small amount of glucose helps sodium and water cross the gut wall faster. It is the principle oral rehydration solutions are built on, and it is genuinely useful when you need fluid back quickly. What it is not useful for is sitting at a desk, which is where a sugar-free formula makes more sense.
The practical rule: sugar earns its place when you are also short of fuel. Otherwise it is 25 grams of carbohydrate you did not need attached to the sodium you did. Sugar-free is the default for daily and light use.
